Damp specialist or damp proofing contractor: which one you need

Searching for a damp specialist and searching for damp proofing sound like the same errand. They are two different purchases, and buying them in the wrong order is the most expensive mistake in this trade.
Diagnosis and treatment are not the same trade
A damp proofing contractor sells and installs a treatment. A damp surveyor diagnoses the cause and is paid for the diagnosis whatever it turns out to be. Both are legitimate; they answer different questions, and only one of them has an interest in the answer being a treatment they sell.
This is why the free survey is the expensive route more often than it looks. A survey that costs nothing is paid for out of the work it recommends, and the commonest finding of a free damp survey is that damp proofing is required.
Damp is a category of symptoms, not a diagnosis
Rising damp, penetrating damp and condensation present similarly on a wall and have almost nothing in common as problems. The remedy for one is inert against the others: a chemical damp proof course does nothing about a failed gutter, and neither addresses a ventilation problem. Getting the category wrong means paying for work that cannot fix the fault, and the damp returning is then treated as evidence that more of the same is needed.
Where the standards actually sit
- New and altered building work. Approved Document C covers site preparation and resistance to moisture, and is the standard against which construction is judged rather than a diagnostic guide for an existing wall (gov.uk).
- Rented housing. The Housing Act 2004 defines a hazard as "any risk of harm to the health or safety of an actual or potential occupier of a dwelling or HMO which arises from a deficiency in the dwelling", and section 2(5) confirms that "health" includes mental health (legislation.gov.uk).
- How that is assessed. The Housing Health and Safety Rating System scores hazards, with category 1 being those reaching a prescribed score and category 2 those below it. Gov.uk records that a 2026 review reduced the number of hazards assessed from 29 to 21 (gov.uk).
For a tenant or a landlord this matters more than the trade distinction: damp in a let property is not only a repair question, it is capable of being a scored hazard with enforcement attached.
What to establish before anybody quotes
- Is this person selling the remedy? Not disqualifying, but it decides how much weight the diagnosis carries and whether a second opinion is worth the fee.
- What is the survey fee, and is it refunded against the work? A fee refunded against the contractor's own work is a discount on the treatment, not an independent opinion.
- Will you get a written report with readings and photographs? A quotation is not a diagnosis, and a report you cannot show to anybody else has limited value in a dispute.
- What have they excluded? A report that rules out condensation and penetrating damp with reasons is doing the work. One that names a treatment without excluding anything is a quote.
- Is a guarantee insurance-backed? A guarantee is worth what the entity behind it is worth in ten years.
Why this page publishes no prices
No official source publishes damp survey or damp proofing rates, and the range between a single wall and a whole ground floor is wider than any average would survive. What is above is the part that decides the bill before anybody quotes: which of the three problems you actually have, and whether the person diagnosing it is the person selling the cure.
